A Philippine-based agency of the United Nations commissioned Pointwest to develop the Client Infrastructure Project Management System (Client IPMS) for the benefit of a national government agency that is responsible for monitoring and ensuring transparency of infrastructure projects being implemented by local government units. The system was intended to be used by provincial governments to manage their projects, especially those concerned with road and bridge repair, rehabilitation, and improvement activities. 

The Client IPMS was a customization project using Pointwest’s proprietary product CenterPoint Project Management platform, which uses Java as its core technology. This will allow the funding and government agencies to deploy the application in the shortest time possible. 

Client IPMS offered features and functionalities needed for the oversight of the end-to-end activities involved in construction management. It was built with capabilities for contract management, quality control, and assurance, safety, traffic and environment management, as well as milestone reporting. Documents and photos were also uploaded to the system to validate the completion of project deliverables. 

Additionally, stakeholders were encouraged to provide inputs on infrastructure projects via a feedback mechanism. And, through the use of Leaflet, Client IPMS was able to use geotagging capabilities to display the location of projects on a map component. 

The system fulfilled the primary objectives set at the beginning of the project, namely: (1) Digitization and standardization of all data and forms used in the implementation of provincial governments’ infrastructure projects (2) Improved records and document management (3) Standardization of quality control and assurance processes (4) Promotion of standard safety practices in project sites and (5) Improved efficiency and transparency in construction management. 

Indeed the integration of software solutions into government operations represents a fundamental shift in how statecraft is conducted in the modern era.
